According to John Mueller of Google, that keywords in the URLs is a "very small ranking factor." He said that "I believe that is a very small ranking factor. So it is not something I'd really try to force. And it is not something I’d say it is even worth your effort to restructure your site just so you can get keywords in your URL." That means you can use your keywords in URL but must not have the stuffing of the keywords. There are also some other ranking factors which are most important factors like URL structure and website structure. We cant neglect this factor as well as we cant use more this factor for getting the ranking in Google.
So if you build a new web-page or site, then you go with keywords but don't stuff it out.
